County Board

  • Vision: The Trumbull County Fairhaven Program will be the primary community resource that provides eligible children and adults opportunities for growth that enriches their quality of life.
  • Mission: The Trumbull County Fairhaven Program’s mission is to provide choices, opportunities, and resources that enable children and adults with developmental disabilities to fully reach their potential as members of the community.
  • Board Members and Minutes: Our Board is comprised of seven members of the community. Five members are appointed by the Trumbull County Commissioners and two are appointed by the Trumbull County Probate Judge. Board members are eligible to serve three consecutive four-year terms. Officers (President, Vice-President, and Secretary) are elected annually at the Organizational meeting held in January. The law requires that at least three Board members are family members of individuals who either receive, or are eligible to receive, services from the Board. All Board members serve on a voluntary basis with no compensation for their service.


Kevin Reilly, President

Mr. Reilly was appointed by the Trumbull County Commissioners. He has been on our Board since 2011 when he filled an unexpired term of a previous Board member. He is currently serving his first full term which expires in 2016. Mr. Reilly is Chair of the Board's Personnel Committee.

Lawrence Connelly, Vice President

Mr. Connelly was appointed to our Board by the Trumbull County Commissioners. He has been on our Board since 2009. He is currently serving his second full term which will expire in 2016. Mr. Connelly is on the Board's Ethics Committee, and is Chair of the Finance and the Building, Grounds, and Maintenance Committees.

Mary Cunningham, Secretary

Ms. Cunningham was appointed to our Board by the Trumbull County Commissioners. She has been on our Board since 2011 filling an unexpired term of a previous Board member. Ms. Cunningham previously served on our Board from 2006-2009. Ms. Cunningham's current term will expire in 2017. She is Chair of the Board's Ethics Committee and Policy/Program Committees.

Dominic Albanese, Board Member

Mr. Albanese was appointed by the Trumbull County Commissioners. He was appointed to our Board in 2010 and is currently serving his second term which will expire in 2017. Mr. Albanese is on the Board's Building, Grounds, and Maintenance, Ethics and Policy/Program Committees. Mr. Albanese graduated from Jackson-Milton High School and Youngstown State University. He is retired and worked for the former Youngstown Sheet Company and Copperweld Steel. His daughter attends the Niles Workshop. Mr. Albanese lives with his wife and daughter in Girard.

Elizabeth Calderone, Board Member

Ms. Calderone was appointed to our Board by the Trumbull County Probate Judge. She has been on our Board since 2016 filling an expired term of a previous Board member. Her current term expires in 2019. Ms. Calderone serves on our Board's Finance and Personnel Committees.

Larry Larson, Board Member

Mr. Larson was appointed to our Board by the Trumbull County Commissioners. He was sworn in at the July 27, 2015 Board meeting and fills the unexpired term of a previous board member. His term will expire in 2016. Mr. Larson serves on the Board's Finance and Building/Grounds/Maintenance Committees.

Cynthia Poplyk, Board Member

Ms. Poplyk was appointed to our Board by the Trumbull County Probate Judge. She has been on our Board since 2016 filling an expired term of a previous Board member. Her current term will expire in 2019. Ms. Poplyk serves on the Board's Policy/Program Committee.
